The Division of Administration/Office of State Buildings has a vacancy. This job title has an assigned pay grade of WS-216.
The Office of State Buildings is responsible for the operations and maintenance of about 41 State buildings. This position is responsible for all maintenance and repair activities in all Office of State Buildings (OSB) including work performed by outside contractors.
This position is responsible for all maintenance and repair activities in all Office of State Buildings (OSB) including work performed by outside contractors. This is an advanced journeyman position that requires superior technical skills to successfully perform complex repairs, technical diagnostic analysis, modifications, and installation of electronic, electrical on Energy Management Systems, Fire Alarm, and Security Systems. This position performs Lead worker duties associated with all craft classifications as required to complete assignments. This position assumes the responsibilities of the Electronic Technician Supervisor in their absence.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:- Overseeing the state’s capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
- Minimum Qualifications
- Three years of experience or training in the maintenance or repair of mechanical or electronic office equipment, precision machinery, or electronic/electrical systems; OR
Three years of experience or training in the installation, repair, or maintenance of computer equipment or systems (hardware and/or software); OR
Possession of a CompTIA A Certification plus one of the following:
1. Two years of experience in the maintenance or repair of mechanical or electronic office equipment, precision machinery, or electronic/electrical systems; OR
2. Two years of experience in the installation, repair, or maintenance of computer equipment or systems (hardware and/or software).
EXPERIENCE SUBSTITUTION:
Every six semester hours earned from an accredited college or university in electronics or computer science will substitute for one year of the required experience.
NECESSARY SPECIAL REQUIREMENTS:

Job Duties:
Electronic Energy Management Systems- Installation of Electronic Energy Management Building Automation Systems. These systems have been installed in the Downtown complex as well as out of town complexes such in Lafayette, Harvey, New Orleans, and Shreveport.
- Installation of pneumatic switches, relays, poly-tubing, differential pressure switches, cable, AC power transformers, and all other related electronic components.
- Lead in the repair and maintenance of all electronic components with Electronic Technicians.
- Install software on Personal Computers for some Energy Management systems.
- Schedule the Complex for on and off times of HVAC equipment and check KW Consumption trend logs to determine energy savings and possible problems.
- Maintain all demand meters and record consumption at the end of each month.
- Maintain all energy consumption and management records and introduce improved measures to maintain and lower consumption.
- Attend energy management meetings and offer new and innovative solutions to ongoing energy management issues.
- Maintain records and documentation on electrical and HVAC equipment located in State Buildings, statewide.
- Train Electronic Technicians on new specifications and upgrades.
Special Electronic Applications- Installation of Electronic Dimmer Packs for all types of lighting such as incandescent and fluorescent, Service and repair electronic components contained in dimmer packs. Adjust and install new components to upgrade dimmer systems.
- Design and fabricate special electronic systems such as Public Address Systems, Alarm systems, and Paging systems.
- Installation all relays, connectors, horns, speakers, buzzers, alarms, transformers, buttons, wiring, and associated electronic apparatus.
- Maintain, service, and repair the above stated systems P.A., Alarm, and Paging.
- Order materials for installation, upgrade or repair, and make necessary purchases.
- Train Electronic Technicians on new specifications and upgrades.
Power Distribution, Switchgear, Preventative Maintenance, and General Electrical Tasks- Maintain and repair Power Distribution Centers consisting of alternating starters, relays, bus duct, cable trays, overloads, fuses, start/stop switches, electronic soft start starters, magnetic starters, variable frequency drives, control transformers, breakers, and all related wiring.
- Maintain switchgear and structure equipment with voltages up to 13, 800 volts.
- Design and fabricate parts that are needed to install new electrical components in existing Power Distribution Centers Motor Control Centers and/or panels.
- Installation of conduit, wire mold, receptacles, copier outlets, motor starters, lighting contactors, fluorescent lighting, accent lighting, incandescent lighting, flood lighting on poles in parking lots, metal halide lighting, mercury vapor lighting, and other electrical apparatus. These items are primarily operated by voltages of 110 volts to 480 volts.
- Lead Electronic Technicians on troubleshooting and the repair of wiring and some electronic controls that are contained on HVAC equipments.
- Determine whether problems exist in the electrical supply or the actual machine or appliance is at fault. This requires dismantling the machine in part and tracing the voltage to the point of the problem therefore determining the actual malfunction.
- Perform preventative maintenance on electrical equipment throughout the complex. This work includes cleaning and resurfacing contacts, megging power lines, electric motors, cleaning and checking all lugs and connections, tracing circuits with electronic tracer.
- Tracing circuits with blueprints, making the necessary repairs to shorted or burned wires, and diagnosing all phases of electrical malfunctions and repair.
- Perform necessary repairs to shorted wires, burned wires, and bus duct that travels the height of the entire building.
- Read and interpret blue prints, schematics, make sketches and drawings, and repair or replace equipment according to manufactures specifications.
- Estimate material and labor, contact vendors or contractors, make purchases and repair/replace defective equipment.
- Design and fabricate components to replace or repair parts that are obsolete or are to be installed in existing structures.
- Train Electronic Technicians in new specifications and upgrades.
Electronic Card Access, Security Systems, Fire Alarms and Closed Circuit Television- Installation of relays, electronic door locks, electronic reader heads, wiring, AC power, and door switches, computerized access control devices, and control transformers in multi-story/high rise buildings.
- Installation of all related conduit, wiring and terminations.
- Installation of coaxial and multi-pin connectors at termination points.
- Diagnose, service, and repair relays, electronic door locks, reader heads, door switches, computerized access control devices, cameras, switchers, multiplexers, video recorders and control transformers.
- Check for continuity on cabling, door switches, and control devices. Diagnose for correct input and output voltages.
- Assist outside contractors in determining power locations, cable routing, cable identification, and installation of new field points added to existing system.
- Review and inspect the installation of field wiring for renovations and additions to electronic Fire Alarm systems such as horns or strobes. Draw up plans and schematics for listed field wiring.
- Read and interpret blueprints and schematics for renovations and additions.
- Must be able to make a material list, contact proper vendors, coordinate purchases with vendors, and assign work to proper personnel to complete the installation.
- Train Electronic Technicians on new specifications and upgrades.
Electronic Security Systems- Installation of all relays, motion detectors, magnetic locks, control panels and all related cable and wiring. The operation of all necessary testing equipment to calibrate alignment and sensitivity, and the checking of circuitry for continuity and proper power requirements.
- Make adjustments to motion detectors for correct sensitivity and alignment. Contact manufacturer for updated specifications and upgrades. Operate all necessary testing equipment to calibrate alignment and sensitivity to manufacturer’s specifications.
- Installation of cameras, monitors, and field wiring as well as troubleshooting of system.
- Installation of electronically operated gates (card reader type).
- Diagnose the circuitry for continuity and proper power requirements.
- Must be able to read and interpret blueprints and schematics, and make drawings of blueprints and schematics. Must keep records and data pertaining to updated specifications and upgrades.
